TOPIC: Budgeting for new Open Streets program

I'm looking for some guidance in developing a budget for a first-year Open Streets program.
Assumptions:
US city, population approx. 670,000
First-year program is in one location, one time, 3 miles in length, with a goal of expanding number, frequency, and length in Year 2 and beyond
In particular, I need some assistance in estimating local government costs, including staff and consultant time, because (for the sake of argument) I am starting from a point of contemplating robust local government involvement (with the possibility that we'd have to scale that back if government funding is not available).

I haven't seen anything in the 8 80 toolkit or on the Open Streets Discussion Group that directly addresses budget, so please let me know if I'm missing something.
